The panel, described as bipartisan by Mr. Mayorkas, will include individuals like Janet Napolitano and Frances Townsend, and is open to adding additional experts in the near future.
Ms. Cheatle said in a statement on Sunday that she was eager to cooperate with the review, as her tenure faces scrutiny over events leading to the assassination attempt on Donald J. Trump.
