The three-month CLEAR pilot used overhead cameras on eight blocks of Washington Street between Eighth Street and Observer Highway to catch drivers who double-parked and blocked bike and bus lanes. The pilot reduced bike-lane blockage by nearly 22 hours per day and cut bus-stop obstruction by about 11 hours daily. Retail data indicated increased foot traffic and easier deliveries along the commercial strip. The program significantly improved bike-lane usability and curb management. The pilot has lapsed and city leadership declined to commit to reviving CLEAR, citing mixed feedback from residents and businesses.
