Federal officials revoked $12.3 million in unspent grant funds for California’s pregnancy and sexually transmitted infections prevention program. The Department of Health and Human Services identified multiple instances of what it described as gender ideology content, including lessons stating that gender identity is distinct from biological sex and that students can identify as a different gender. HHS said those lessons are irrelevant to abstinence, contraception, and required adult preparation subjects. California will forfeit funds covering the past three fiscal years. State officials defended the curriculum as medically accurate, comprehensive, age-appropriate, and respectful of gender identity.
The Department of Health and Human Services found "multiple examples of gender ideology content" in the Personal Responsibility Education Program, including lessons "teaching students that gender identity is distinct from biological sex and that boys can identify as girls and vice versa," Andrew Gradison, acting assistant secretary of HHS's Administration for Children and Families, wrote in a letter to the California Department of Public Health.
The California Department of Public Health said "students deserve access to educational information and materials that help them make healthy decisions about sexual activity, including the decision to delay sexual activity, while honoring and respecting their dignity including gender identity." The agency added that its curriculum is "medically accurate, comprehensive, and age-appropriate" and "previously determined to comply with federal statute and were reviewed and approved by the Administration for Children and Families."
