The F.A.A. has referred 310 cases to the F.B.I. since late 2021, focusing on criminal prosecutions for the most serious unruly passenger incidents.
Michael Whitaker, the F.A.A. administrator, emphasized that unruly passenger behavior compromises safety, stating: "There's absolutely no excuse for unruly behavior... we have zero tolerance for it."
