The 400 Mawozo gang, led by Germine, smuggled guns into Haiti with ransom money obtained from kidnapping American hostages, specifically seeking $1 million for each captive.
Attorney General Merrick B. Garland emphasized that the money utilized in the arms smuggling operation had been extorted from American kidnapping victims.
