The report, shared first with NPR, finds there are 46 U.S. nationals currently held hostage or wrongfully detained across 16 nations, down from a peak in 2022.
The majority of cases, 78%, involved wrongful detention by state actors like China, Iran, or Russia, with the remaining cases linked to non-state actors such as Hamas.
The average length of captivity across all 46 cases is more than five years, with some individuals being held for over 11 years.
"We need Americans to be more aware, not afraid to go abroad... But we must be more aware of what countries are actually targeting U.S. nationals," said Diane Foley.
