Britain's High Court ruled the government's decision to outlaw Palestine Action as a terrorist organization unlawful, while maintaining the ban pending an appeal. Judges said the group's activities did not meet the required "level, scale and persistence" for proscription and concluded the decision was disproportionate. Palestine Action co-founder Huda Ammori called the ruling a monumental victory for fundamental freedoms and Palestinian rights. Home Secretary Shabana Mahmood said she was disappointed, disagreed with the court's view and intends to appeal. The group had been proscribed last year with penalties up to 14 years; thousands of arrests followed amid debate over protest rights after a Royal Air Force base break-in.
