An Army investigation found that a number of factors contributed to the inaction regarding Robert Card II's mental health deterioration, including procedural breakdowns, missteps by commanders, and restrictions on military authority over reserve soldiers out of uniform.
Mr. Card's extensive exposure to explosions as a grenade instructor over eight years, leading to hearing loss and potential mental health impacts, was not linked by the Army to his mental health problems.
Despite displaying erratic behavior and being hospitalized for psychotic and homicidal thoughts with a hit list, Mr. Card was released after 19 days due to questionable circumstances surrounding his involuntary commitment.
