Another major storm in Florida may test FEMA's capacity

"Another hurricane is going to strain an already strained system," said Sarah Labowitz, a disaster expert and nonresident scholar at the Carnegie Endowment for International Peace. "Two storms this close together in a similar region are going to put a strain on all aspects of the system, from funding to technology to personnel."
FEMA Administrator Deanne Criswell on Sunday sought to reassure the public that the agency is "absolutely ready" for another large storm. "We have started planning for this days ago, even before it formed," Criswell said in an interview Sunday on ABC's "This Week." "We're working with the state to understand what their requirements are going to be so we can have those in place before it makes landfall."
