The parliamentary intelligence watchdog warned the government to stop delaying the decision on whether to add China to the enhanced tier of the threat regime. The Intelligence and Security Committee identified unresolved issues in the National Security Act in its annual report. The Foreign Influence Registration Scheme (FIRS) came into force in July and requires people carrying out political influence activities on behalf of foreign powers to register or face prosecution. Russia and Iran are already on the enhanced tier, which forces declarations of any activity. Adding China would require individuals acting under Beijing's instruction in the UK to register with the government.
