A recent review by David Gauke reveals that successive governments have raised imprisonment rates despite higher reoffending rates, attempting to appear tough on crime. This has led to overcrowded prisons in England and Wales, prompting early prisoner releases. Although crime has declined overall since the 1990s, the prison population has nearly doubled since 1993. A government emergency scheme releasing eligible prisoners early helped temporarily ease the situation, but experts warn that without substantial reforms, prisons may again run out of space by 2026.
