The Chancellor allocated £820m to fund a three‑year Youth Guarantee offering paid work placements, apprenticeships, training or job support for 18–21‑year‑olds not earning or learning for over 18 months. The scheme will offer six‑month paid placements to individuals on Universal Credit for 18 months without work or study, with benefits removed for those who refuse the offer. Additional funding will make apprenticeship training for under‑25s at small and medium businesses free. Nearly one million young people are currently not in education, employment or training (NEET). Education groups welcomed the measures but urged increased adult education and further funding to meet wider needs.
