The murdered solicitor Rosemary Nelson should have been offered protection by the Northern Ireland Office (NIO), according to newly released documents, highlighting negligence.
Joe Pilling, the NIO's senior official, acknowledged that, with hindsight, the office should have sought out Nelson to discuss protection after her previous death threats.
