The Metropolitan Police will offer voluntary exit payments to senior officers between chief inspector and chief superintendent and pursue an 'exit route' for those judged unwilling or unable to meet performance standards and values. The plan forms part of a three-pronged approach, including more precise end-of-year performance reviews and development centres to assess leadership capabilities, aiming for a fundamental shift in mindset, behaviour and capability. Talks are under way with the Home Office to reinstate a compulsory retirement power 'on grounds of efficiency' to encourage healthier churn and create opportunities for talent. Representative bodies have criticised the proposals as threatening and undignified.
