Andrew Griffith pledged to reevaluate IR35 reform with the aim of reducing red tape and supporting small businesses and the self-employed. He characterized self-employed workers as risk-takers who often work with minimal resources and called for better treatment for that group. IR35 was introduced to clamp down on disguised employment and tax avoidance within contracting. Reforms in 2017 shifted responsibility for tax-status decisions to hiring organisations in the public sector, and those rules were extended to the private sector in April 2021. Contracting market stakeholders gave a lacklustre response to the pledge.
