"A big question people ask is, who is going to build this? And the answer is, we are. This system is a piece of sovereign technology capability and the responsibility for the design, build and running of it will be within government with the support of the Government Digital Service. It will not be outsourced to a private company."
The UK Government's Chief Secretary to the Prime Minister announced that the digital ID system will be designed, built, and operated internally by the Government Digital Service rather than outsourced to private companies. This decision responds to growing concerns about American tech giant Palantir's expanding role in critical UK state services, including a data platform contract with the NHS and a £421 million Ministry of Defence agreement. The Government characterizes digital ID as sovereign technology capability requiring internal control. A prototype of the Government by app system, underpinned by digital ID, was demonstrated at a Downing Street press conference.
