He requires full unredacted plans before making a decision and will prioritise national security concerns, citing cyber attacks and increased defence spending. The site was bought by China for 255m in 2018. Pro-democracy campaigners and local residents have raised significant concerns about surveillance, harassment or detention of political opponents, security risks to residents, and the potential to attract large protests. The final decision now rests with Mr Reed following a resignation.
