A woman, in her forties, was repeatedly asked to provide her name and address so that a fixed penalty notice could be issued. After speaking with officers for around 20 minutes, she repeatedly refused to provide her personal details."
A woman in her forties was detained on Wealdstone High Street, Harrow, after feeding pigeons in alleged breach of a Public Spaces Protection Order (PSPO). Video shows her distressed while at least six police officers and council enforcement workers placed her in handcuffs, searched her pockets, marched her to a police van and detained her. The council said the PSPO relating to bird feeding carries a £100 fixed penalty notice for breaches. Police said she was arrested after repeatedly refusing to provide her name and address; once details were obtained she was de-arrested and the matter referred to council officers.
