In November London Mayor Sadiq Khan announced the congestion charge would increase in 2026 for the first time since 2020."

Declining travel demand, the cost-of-living crisis, and competition from Uber and Lime strained Zipcar's finances. Borough-by-borough contract requirements further complicated service sustainability.
