In February 2016, Sir Robert Devereux was alerted to significant problems with the carer's allowance by Enrico La Rocca. A memo outlined years of mismanagement that contributed to overpayments and escalated debt for around 1 million unpaid carers in the UK. Despite La Rocca's repeated warnings to management about the adverse impacts of the allowance's strict earning threshold, little action was taken to rectify these issues. The carer's allowance, the lowest value benefit in the UK, traps many caregivers in debt, undermining their financial stability.
