Mark Wild, HS2 Ltd chief executive, stated: "The construction of the civil engineering should have been largely completed by now. The reality is we're about 60 per cent complete." He highlights issues with starting construction before approvals, saying it has significantly impacted productivity, asserting that lessons must be learned from this experience. "It's a very, very important lesson - the projects must not be mobilised and commenced if you haven't got the design and consents, because the productivity of the teams... is so leveraged..."
The Department for Transport regards estimates that HS2 could cost up to 80 billion in current prices as unreliable. This raises concerns about the accountability and reliability of financial forecasts surrounding the HS2 project.
