That same year, she was appointed government champion for active, safer communities."

She was a Conservative life peer reappointed in October 2023 and was due to serve until the end of the year. She campaigned for victims to be treated with compassion, decency and respect, drawing on her own experience after her husband Garry Newlove was murdered in 2007. She transformed the role of victims' commissioner, growing its stature, influence and authority. She was nominated for a peerage in May 2010 and served as government champion for active, safer communities. She served as victims' commissioner 2013–2019 and in 2023, and helped lay groundwork for victims' rights in law, contributing to the Victims and Prisoners Act (2024).
