A Harris's hawk caused a stir in Flamstead, Hertfordshire, by dive-bombing residents. Steve Harris, a local jogger, captured the hawk after it had been following him. Falconer Alan Greenhalgh indicated that the aggressive behavior was likely due to hormonal changes during the hawk's breeding season. The bird, while initially deemed a threat, was found to be in peak physical condition and will be rehomed for flight training. If he wanted to grab anybody, he would grab them. But all this dive bombing, I think it's hormonal, courtship because it's only started happening in the last couple of weeks, breeding season.
