There is a culture amongst some police that some areas of the community are more liable to commit crime than others.
Although there has been a shift in my lifetime I think the culture is insidious. It creeps underneath what's going on.
It's pretty shocking behaviour, said Mr Mansfield, in response to the racist and misogynistic messages sent by police officers.
