Audit committee questions at Birmingham City Council highlighted persistent concerns that the Oracle ERP reimplementation may not go live on time, with technical defects, process gaps, staffing constraints and unclear change management arrangements. Auditor Grant Thornton identified risks including insufficient data cleansing and a 5% chance of project abandonment. Phase one originally cost £19m; the total programme forecast through 2027/28 is £144m. The current planned go-live is July 2026, potentially slipping to September 2026. Significant remaining work and lack of documented data quality standards for finance were specifically identified as critical risks.
