SpaceX's Starlink has not yet received an operating license in India, encountering significant regulatory hurdles. Telecom Minister Jyotiraditya Scindia highlighted that Starlink must fulfill stringent requirements, particularly the establishment of local gateways and registering user terminals in India for compliance with national security standards. This licensing process involves multiple oversight agencies. The delay is reflective of India's cautious approach to integrating foreign satellite services, even as calls for improved connectivity, especially for rural populations, intensify. Bharti Airtel and Jio Platforms have expressed support for SpaceX's initiatives in the country, contingent upon governmental approvals.
The minute they meet all conditions - including setting up gateways in India and registering user terminals locally - we are ready to issue the license.
It's not only related to DoT but also to internal security - gateways have to be in India, any user terminal has to be registered in India.
