Auditor General Shelley Spence reported that there were 114 ministerial zoning orders issued between 2019 and 2023 under Premier Doug Ford—an increase from just 7 in the past two decades.
The lack of an established rationale for prioritizing zoning order requests has raised concerns about transparency and accountability in the decision-making process.
Spence's recommendations urge the Ministry of Municipal Affairs and Housing to systematically assess and document the rationale for these zoning orders to ensure informed decision-making.
