Business owners at Knob Hill Plaza in Scarborough are increasingly frustrated by persistent illegal dumping around their shops, resulting in added cleanup efforts and fines for trash they didn't produce. City officials acknowledge the issue, citing over 30 property inspections and more than 20 cleanups between 2020 and 2024. The challenge is compounded by the plaza's unique ownership structure, which complicates identifying responsible parties and enforcing accountability. Local business owners argue both the city and property owners must collaboratively tackle this growing problem.
It's been really, really bad to a point where we go out of our own way to clean it up then we get charged by the city.
The city has to do their part and each owner has to do their part.
These properties are owned and used by multiple owners, while the illegal dumping occurs over a wider area than one specific owner.
These ownership complexities and the long-term ongoing illegal dumping actions, make it more difficult for investigations to result in enforcement measures.
