To get things working you'll also need the Link to Windows app installed on your mobile device with Microsoft specifying version 1.24012* or higher is required.
You'll then need to make sure you are part of the Windows Insider program and head to Settings > Bluetooth & devices > Mobile devices and select "Manage devices" and allow your PC to access your Android phone.
