Windows 11 24H2 hit by a brand new bug, but there's a workaround
Briefly

Users without administrative privileges may be unable to change the time zone at the Date & Time screen in Windows Settings. The option fails to even appear for these users.
This glitch, while minor, can disrupt users, especially when traveling as new PCs typically default to Pacific Time without allowing adjustments for different locations.
Microsoft clarified that the bug is limited to the Date & Time screen and is not due to changes in permissions or Windows settings, allowing alternative methods to change time zones.
To change the time zone, users can use the older Control Panel method by searching for 'time zone' or typing 'timedate.cpl' in the Run dialog.
