Prosecutors announced no further action against Officer D. Bowers for repeatedly punching William McNeil, claiming the use of force was justified after a lawful traffic stop. McNeil was stopped for not buckling his seatbelt and failing to turn on headlights while parked outside a house under surveillance for drug activity. Despite McNeil's lawyers condemning the decision, the State Attorney's Office concluded Bowers' actions did not constitute a crime and emphasized their investigation's legal compliance.
The State Attorney's Office has reviewed this matter to determine whether any of Officer Bowers' actions constitute a crime. We conclude they do not.
Frankly, we expected nothing less especially after Sheriff Waters announced their conclusions more than three weeks before the report was issued.
