Op-ed: Can we make Illinois counties even less reliant on prison?

The number of people sentenced to prison in Illinois fell almost 50% from 2010 to 2023, dropping from 26,110 to 13,571.
And lest anyone raise the prospect that this is being driven exclusively, or even primarily, by the state's attorney's office or the judiciary in Cook County, this lower use of prison is evident across most of Illinois' 102 counties.
