"All 20 Premier League clubs have to submit a squad list consisting of no more than 25 senior players. The full list of every team's registered squad is published by the Premier League shortly after the closure of each transfer window. As part of that squad, clubs can register a maximum of 17 players not classed as a 'homegrown player'. Any player under the age of 21 prior to the registration date cut-off point is not classed as a senior player,"

Any player under 21 by the registration-date cut-off is not classed as a senior player and can be registered without counting towards the 25. For 2024-25, players born on or after 1 January 2004 are under-21. A homegrown player has been affiliated with an English or Welsh club for three entire seasons or 36 months before their 21st birthday, including qualifying time registered prior to the end of the season in which they turn 21. UEFA uses a different qualifying window of ages 15 to 21.
