Commissioner Jessica Berman cited the signing as evidence that the HIP rule can help retain and attract top talent. The HIP rule permits teams to spend up to $1 million over the salary cap on star players. The NWSL Players Association opposes the rule and filed a grievance asserting it violates the collective bargaining agreement and federal labor law.
