League executives from 15 of 16 NWSL teams participated in an anonymous GM survey conducted via video calls and in-person interviews. Executives identified the hard salary cap — fixed at $3.5 million per club for 2025 and set through 2030 — as a primary constraint on the league’s ability to retain talent and compete with European clubs that face no salary limits. Ten of 15 GMs named the salary cap as the rule they would change. Respondents noted commercial growth alongside escalating global competition and cited concerns about talent retention, rule-breaking, league governance, and the federation relationship.
