However, in the debate about the so-called development league, one aspect seems to be overlooked,"

If all other leagues were merely development leagues, why doesn't a Premier League club win at least one of these titles every year? We have to separate two things: money and sporting performance. Bundesliga is not a development league. Only the Premier League can currently afford very high transfer fees, while higher salaries and agent fees create larger challenges. English clubs have won two of eight Champions League and Europa League titles in the past four years, casting doubt on the 'development league' label. Clubs must separate financial power from sporting performance, offer clear sporting and economic perspectives, and use creativity to retain top players despite big external offers.
