
Palo Alto City Council voted 4-2 to move forward with a redevelopment plan for Mollie Stone’s Market on California Avenue. The revised proposal includes three towers reaching up to 14 stories, with two additional buildings at 12 stories. The plan is shorter than the original application but provides fewer parking spaces and 28 fewer subsidized apartments. The negotiation reduced building heights to address residents’ concerns about shadows. The developer invoked the state Builder’s Remedy, which can require approval when housing plans are late. Council members split over the tradeoff, with some criticizing the reduction in subsidized housing while others accepted the outcome as the best available option under the circumstances.
"Friese said he could get "considerably higher" rents on upper floors, according to similar projects in San Francisco. Friese and his team at Redco Development were good negotiators, Burt said. "And I don't blame them for it, but I don't think we came out with a net (gain) for the community with that tradeoff," Burt said.
