Acting Administrator Sean Duffy stated that SpaceX is behind schedule on the Human Landing System and reopened the astronaut-landing contract to competition. The Artemis III lunar landing target has slipped toward late 2028 or January 2029. SpaceX previously won the HLS contract in 2021 after beating Blue Origin and Dynetics, and a subsequent Blue Origin lawsuit delayed work before being dismissed. Starship has achieved two suborbital missions but remains far from demonstrating lunar capability, and NASA advisory bodies have expressed concerns about HLS readiness. The New York Times reported an HLS readiness timeline as late as 2032, which Elon Musk rejected.
