Badillo and Fuentes have a history of illegal towing practices that began in 2019, leading to a five-year ban on their businesses from city contracts.
Court documents reveal that Fuentes, while working for the city's Human Services Agency, approved benefits for Badillo, who was previously banned from operating a towing business.
Despite reporting a low income, Badillo and Fuentes' towing businesses grossed over $2 million annually, alongside owning four properties and a luxury vehicle.
In October, Fuentes was charged with 12 felonies, and Badillo with six, in connection to a welfare fraud scheme. Their case highlights deep-seated fraudulent activities.
