While the Department of Building Inspection (DBI) is at fault for not completing the necessary inspections, it seems the showroom did apply for the needed permits. The situation echoes past issues with unpermitted structures related to Elon Musk, although the current case is due to bureaucratic oversight rather than direct violations by Tesla.
As of now, the Tesla showroom at Van Ness and O'Farrell Street has operated without its proper building permits for the entire nine years since it opened.
It appears that Tesla applied for all necessary conversion permits, but the Department of Building Inspection just never got around to completing the inspections.
