The SFMTA Board of Directors has approved a refuge parking permit program aimed at RV dwellers, allowing select residents to bypass San Francisco's parking ban set for this fall. To be eligible, individuals must have lived in their vehicle since May 31, 2025, be seeking housing, and adhere to a proposed good neighbor policy, which is still under development. The permits last six months, with a potential extension. However, advocates warn the housing support is insufficient, stressing the urgent need for more resources as many lack permanent housing options.
When someone's home could be towed a permit is extremely high-stakes - we are asking for thought and care in this policy, said Eleana Binder, the policy director for GLIDE's Center for Social Justice.
There are not enough housing resources available for everyone, and finding units that take subsidies takes time.
