"His policy proposals focus on the San Francisco issues that have long bedeviled this city but, in recent years, have become something of a municipal and even national obsession: Rampant property crime; shanty towns, overt drug use, antisocial behavior and filthy streets; and the one new malady affecting San Francisco, an entire downtown full of vacant office space."
