Kobe is characterized by its unique geography where mountains and sea converge closely, with urban development spreading across mountain slopes. The Sannomiya district serves as the current city center, anchored by Flower Road, a critical north-south urban axis extending from Shin-Kobe Station to the port. The Second Pier sits at the southern terminus of this important thoroughfare. Historically, Kobe Port functioned as a significant mooring facility for conventional cargo ships, but this maritime infrastructure has now completed its original urban purpose and requires reimagining.
