La Fénix was designed as a vibrant community space with an open walkway featuring artist studios and public amenities. However, it failed to materialize as envisioned. The pandemic and increased drug use along surrounding streets hindered its potential. The gates intended for pedestrian access remain closed, and the original plan for low-cost artist studios was abandoned for nonprofit rentals. Actual conditions include debris and crime, demonstrating a stark contrast between the initial vision and the current reality.

The large gates at both ends have never been open to pedestrian traffic. The only remnants of that vision are three colorful murals on the wall along the paseo and a setback on the Mission Street side often occupied by unpermitted vending and an open-air drug market.
