The utility detected the fire at 1:04 p.m. but did not notify the fire department until 2:30 p.m., and crews entered the building at 6:30 p.m. to begin restoration. Isolation of the substation required de-energizing interconnected substations and creating an island for safety. City emergency officials reported confusion and impacts on hospitals and fire response. Supervisors raised concerns about unequal service restoration in underserved neighborhoods and are seeking accountability.
