In a lawsuit filed Sept. 9 in San Francisco Superior Court, Chiu alleges that 360 Fifth LLC, a subsidiary of Leap Development that owns the lot at the corner of Shipley and Fifth streets, has ignored numerous code violations issued by city departments over the last year.
Chiu said, 'These property owners have completely abandoned this property and created a public nuisance that neighbors have been dealing with for years. Several city departments have tried to get these owners to address the health and safety issues at the site, but they have so far been unresponsive.'
The lawsuit says, 'a blighted parcel of land filled with large ponds of standing water, mosquitos, overgrown vegetation, and piles of trash, as well as abandoned construction equipment that blocks the sidewalk.'
The current state of the lot reflects years of neglect, as construction on a planned 127-unit residential building halted after August 2020, leaving the site in disrepair.
