The legislation responds to rising retail thefts, particularly during the COVID-19 pandemic... and follows a divisive moment among California Democrats regarding public concern over crime.
The recent debate over theft and drug crime reform can be traced back to 2014 when Proposition 47 was passed, which lessened penalties for certain nonviolent crimes.
