Newsom appears unlikely to campaign heavily against Proposition 36 but cautions voters

Gov. Gavin Newsom expressed concern about Proposition 36's stiffer penalties and lack of funding, stating that it could disproportionately harm Black and Latino communities.

In response to a poll showing majority support for Proposition 36, Newsom remarked, "I was wondering what state I was living in... This is not the way of solving it."
