On January 29, 2025, Congresswoman Doris Matsui attended a naturalization ceremony where over 800 individuals became U.S. citizens. A recent survey highlighted the effectiveness of Matsui and Senator Alex Padilla in Congress, with California lawmakers generally outperforming their peers. The Center for Effective Lawmaking's findings revealed that, despite significant partisan tensions, lawmaking processes remain collaborative. Padilla, who chaired two subcommittees, was noted for sponsoring 92 bills in the last Congress, with nine passing the Senate and two becoming law, enhancing his reputation as a highly effective lawmaker.
"On average, California lawmakers seem to be outperforming other members of Congress," said Craig Volden, a co-director of the Center for Effective Lawmaking, a nonpartisan organization that conducted the study.
The metrics emphasized how many of a member's bills became law, either separately or part of other legislation. High marks for Padilla."
Despite all the partisan rhetoric, lawmaking generally remains a collaborative, often bipartisan process. We see a large degree of consistency in how the process works over the years, said Volden.
Padilla sponsored 92 bills in the last Congress. The Senate passed nine and two eventually became law. He was rated the Senate's second most effective Democrat.
