After years of mismanagement, the Eugene Burger Management Corporation has been ousted from its role overseeing public housing in Potrero Hill and Sunnydale. Despite taking over in early 2022, the company faced numerous complaints about failing to maintain properties, allowing squatting, and a lack of repairs. Supervisor Shamann Walton criticized EBMC, stating it operated poorly. Following scrutiny and evaluations, the San Francisco Housing Authority opted to transition management to Bell Properties, marking a significant change for the community in hopes of better conditions.
Residents began reporting that EBMC wasn't doing much to keep squatters out of empty units, and failed to do repairs.

Facing ongoing scrutiny and hearings from city leaders, the company and the Housing Authority began mass-evicting squatters from the plentiful vacant units at both sites.
But District 10 Supervisor Shamann Walton stated directly that the non-renewal of EBMC's contract was due to its management failure.
